Handing-over of a cheque of US$ 5 million to the Government of Myanmar for India-Myanmar Border Area Development

1. During a call on H.E. Lt-Gen Ye Aung, Minister for Border Affairs, Government of Myanmar by H.E. Shri Saurabh Kumar, the Ambassador of India to Myanmar on August 28, 2020, handed over a cheque amounting US$ 5 million for the third year of the India-Myanmar Border Area Development.

2. A Memorandum of Understanding (MoU) on India-Myanmar Border Area Development was signed during the visit of Prime Minister of India to Myanmar in May 2012. According to this MoU, India would grant US$ 5 million per annum for the basic infrastructure and livelihood development of the Chin State and Naga Self -Administered Zone.

3. Under the third year projects, 9 roads/ bridges and 5 schools have been constructed in Chin State. The projects have been undertaken in 9 townships with 82 beneficial villages. The beneficiaries include an estimated 28,000 people. Similarly in Naga Self-Administered Zone, 14 roads/ bridges and 6 schools and 1 healthcare centre have been constructed in around 3 township areas covering 80 villages. An estimated 49,000 villagers have benefitted from the project. Overall in the third cycle of India-Myanmar Border Area Development, so far 141 projects of construction of roads/ bridges, healthcare centre, schools, etc., in Chin State and Naga Self-Administered Zone have been implemented or are in advance stages of implementation.

4. Government of India will continue to work with Government of Myanmar to further extend assistance in the Border Areas.

အိန္ဒိယ - မြန်မာနယ်စပ်ဒေသဖွံ့ဖြိုးတိုးတက်ရေးအတွက်မြန်မာနိုင်ငံအစိုးရသို့ အမေရိကန်ဒေါ်လာ(၅) သန်းတန် ချက်လက်မှတ်တစ်စောင်အားလွှဲပြောင်းပေးအပ်ခြင်း

၁။ မြန်မာနိုင်ငံဆိုင်ရာ အိန္ဒိယနိုင်ငံသံအမတ်ကြီး မစ္စတာ ဆော်ရက်(ဘ်)ကူမားသည် မြန်မာနိုင်ငံအစိုးရ၊ နယ်စပ်ရေးရာဝန်ကြီးဌာန ပြည်ထောင်စုဝန်ကြီး ဒုတိယဗိုလ်ချုပ်ကြီးရဲအောင်ထံသို့ ၂၀၂၀ခုနှစ်၊ ဩဂုတ်လ (၂၈)ရက်နေ့တွင် သွားရောက်တွေ့ဆုံစဉ်အတွင်း အိန္ဒိယ-မြန်မာနယ်စပ်ဒေသဖွံ့ဖြိုး တိုးတက်ရေးဆိုင်ရာ တတိယနှစ်စီမံကိန်းများအတွက် အမေရိကန်ဒေါ်လာ(၅)သန်းတန်ကြေးရှိသော ချက်လက်မှတ်တစ်စောင် အားလွှဲပြောင်းပေးအပ်ခဲ့ပါသည်။

၂။ အိန္ဒိယ - မြန်မာနယ်စပ်ဒေသဖွံ့ဖြိုးတိုးတက်ရေးဆိုင်ရာနားလည်မှုစာချွန်လွှာ (MoU) ကိုအိန္ဒိယ နိုင်ငံ၀န်ကြီးချုပ်၏မြန်မာနိုင်ငံသို့ ၂၀၁၂ ခုနှစ် မေလတွင် လာရောက်ခဲ့သည့်ခရီးစဉ်အတွင်းလက်မှတ် ရေးထိုးခဲ့ပါသည်။ ထိုနားလည်မှုစာချွန်လွှာအရ အိန္ဒိယနိုင်ငံသည် ချင်းပြည်နယ်နှင့် နာဂကိုယ်ပိုင်အုပ် ချုပ်ခွင့်ရဒေသတို့တွင်အခြေခံအဆောက်အဦးများနှင့် သက်မွေးဝမ်းကြောင်းမှုဖွံ့ဖြိုးတိုးတက်ရေး အတွက် တစ်နှစ်လျှင်အမေရိကန်ဒေါ်လာ (၅) သန်းထောက်ပံ့မည်ဖြစ်ပါသည်။

၃။ တတိယနှစ်စီမံကိန်းများအရ ချင်းပြည်နယ်တွင်လမ်း/တံတား (၉) စင်းနှင ့်ကျောင်းပေါင်း(၅) ကျောင်း တည်ဆောက်ခဲ့သည်။ ထိုစီမံကိန်းများအား အကျိုးခံစားရမည့်ကျေးရွာပေါင်း (၈၂) ရွာပါဝင် သည့်မြို့နယ် (၉)မြို့နယ်တွင် ဆောင်ရွက်ခဲ့ပါသည်။ အကျိုးခံစားခွင့်ရှိသူများတွင် ခန့်မှန်းခြေအားဖြင့် လူပေါင်း (၂၈,၀၀၀) ပါဝင်သည်။ ထိုနည်းတူစွာ နာဂကိုယ်ပိုင်အုပ်ချုပ်ခွင့်ရဒေသ၌လည်း ကျေးရွာပေါင်း (၈၀)ပါဝင်သည့်မြို့နယ်(၃)မြို့နယ်အတွင်းတွင် လမ်း / တံတား (၁၄) စင်း၊ကျောင်းပေါင်း(၆)ကျောင်းနှင့် ကျန်းမာရေး စောင့်ရှောက်မှုဌာန(၁) ခုဆောက်လုပ်ခဲ့ပါသည်။ ယခုစီမံကိန်းများအရ အကျိုးခံစားရ မည့်ကျေးလက်နေပြည်သူများ ခန့်မှန်းခြေအားဖြင့်(၄၉,၀၀၀)ခန့် ရှိပါသည်။ ထို့ကြောင့်အိန္ဒိယ-မြန်မာ နယ်စပ်ဒေသဖွံ့ဖြိုးတိုးတက်ရေးအတွက် တတိယအကြိမ်မြောက်ကာလ စုစုပေါင်းစီမံကိန်းများမှာ ချင်းပြည်နယ်နှင့် နာဂဒေသကိုယ်ပိုင်အုပ်ချုပ်ခွင့်ရဒေသတို့တွင် ယခုအချိန်ထိ လမ်း/တံတားများ ၊ကျန်းမာရေးဌာနများ၊ ကျောင်းများစသည့် တည်ဆောက်ရေးစီမံကိန်းပေါင်း (၁၄၁)ခုအားအကောင်အထည် ဖော်ဆောင်ရွက် ပြီးသည်များရှိသကဲ့သို့ အချို့သောစီမံကိန်းများမှာ အကောင်အထည်ဖော်ဆောင်ရွက် လျှက်ရှိပါသည်။

၄။ အိန္ဒိယနိုင်ငံအစိုးရသည်နယ်စပ်ဒေသများ၌ အကူအညီများထပ်မံပေးအပ်သွားရန် မြန်မာနိုင်ငံအစိုးရနှင့် ဆက်လက်လုပ်ကိုင်ဆောင်ရွက်သွားမည်ဖြစ်ပါသည်။
