As per the existing guidelines of Ministry of Home Affairs, carrying satellite phones by foreigners into India is banned.

INDIAN NATIONALS IN MYANMAR HOLDING HANDWRITTEN OR NON MRP PASSPORT

All non-machine Readable passports are being phased out globally. The International Civil Aviation Organisation (ICAO) has set a deadline for use of such passports. Therfore all the Indian nationals holding handwritten/non MRP passports may approach nearest Indian Embassy/Consulate for issue of MRP Passports'.
