It is a pleasure and honour for me to join you here at this historic ceremony. I am deeply grateful to all of you for your presence here today.

The Kaladan Multimodal Transit Transport Project is the most prestigious and significant bilateral development cooperation project between India and Myanmar. With a total outlay of more than $450 million, it is also among the largest projects of its kind that India has undertaken with any one of its development partners. Despite facing several challenges, today, with the handing over of six cargo vessels built as part of the project, we are taking the first small steps in bringing the benefits of this project to the communities that it was intended to serve.

Your Excellencies, Ladies and Gentlemen,

The Kaladan Project is based upon the vision of the leaders of India and Myanmar to create an interconnected region and a common economic space in South and South East Asia. Our hope is that through this project, we will not only be able to rediscover our historical and cultural connections but also use our natural affinities in order to bring development to both our peoples. Myanmar plays an important role in India's "Act East" and "Neighbourhood First" policies. Once fully developed, this project will not only bring India and Myanmar closer but it will also truly be the bridge between India and the larger ASEAN region.

Your Excellencies,

Today's ceremony is being conducted at the site of the newly developed Sittwe port. As you can see, the port is almost fully ready for use. The barges being handed over today can begin using the facilities at the port immediately and carry cargo and personnel to the Inland Water Terminal at Paletwa, which is also nearly ready for use. Later this year, once the monsoon season is over, we will be undertaking work to remove the two old wrecks in the port basin and also conduct further dredging of the approach channel of the port to allow much larger vessels to dock here as well as at Paletwa. Thus, by the end of the year, much of the export activity from Rakhine and the surrounding states and regions can happen from this port. It is also our intention by then to appoint a professional operator to maintain and run the port.

Your Excellencies, Ladies and Gentlemen,


The final stage of the Kaladan project is the road connection from Paletwa to Zorinpui on the Indian border. I am sure most of you are aware that the contract for this has already been awarded and mobilization work has begun. Once the monsoon subsides, construction work will begin later this year. I am sure that the various concerned authorities of the Government of Myanmar will continue to extend the necessary assistance to enable this final stage of the project to be completed without delay. In this context, I also want to say that, in the process of executing this project, the agencies appointed by the Government of India have followed faithfully the necessary rules and regulations of the Government of Myanmar, including those relating to the project's environmental and social impact. The project agencies have conducted extensive public consultations and have also put in place an environmental management plan to address the impact of the project on the communities around it. We stand ready to undertake further steps, if any, that are required in this regard.

Bringing our two countries closer together and building the physical infrastructure for enhanced connectivity is an important factor but is not sufficient to ensure that we derive the full benefits of this connectivity. For that, it is essential to build the soft institutional infrastructure that enables both of us to use this infrastructure. This includes things like trade agreements, motor vehicle agreements and border crossing agreements. Only when such mechanisms are in place can the true worth of these projects be fully realized. Proposals for such agreements are on the table already and I hope that we will very soon be able to finalize these agreements between us so that the benefits of this project can be utilized from day one.

I want to conclude by saying that the Kaladan project is not only a transport corridor. It is in fact a development corridor. Given the potential economic activity that this project will generate in terms of trade, transport, employment, services, etc., it can truly change the economic face of this entire region, which is the relatively less developed part of this country. In doing so, it can play an important role in the economic development strategy of the Government of Myanmar, which is focused on bringing balanced development to all parts of the country. In this task, India stands shoulder to shoulder with the government and people of Myanmar. We stand ready to cooperate and contribute in any area where our experience, resources and expertise can prove useful. We are already in discussion with the government authorities of Rakhine State on a number of small development projects as well and I hope that these can be implemented quickly by both of us. India is also ready to undertake further work on infrastructure development in Myanmar on the basis of the identified priorities of the Government of Myanmar and in an open, transparent, environmentally responsible and financially sustainable manner that allows not only infrastructure to be built but also for skills and technology to be transferred to the local communities in the project areas.

I want to thank once again His Excellency the Minister for Transport and Communications of the Republic of the Union of Myanmar for all his support and encouragement to our work. I am also thankful to the government of Rakhine State and the people of the city of Sittwe, who will be among the primary beneficiaries of this project. I hope that our cooperative relationship will continue for many years to come.

        စစ္ေတြဆိပ္ကမ္းႏွင့္ပလက္ဝျပည္တြင္းေရေၾကာင္းပို႔ေဆာင္ေရးစခန္းတည္ ေဆာက္မွဳတို႔ျပီးစီးရန္ ေနာက္ဆံုးအဆင့္တို႔ေဆာင္ရြက္ေနစဥ္တြင္ စစ္ေတြႏွင့္ပလက္ဝ ကုန္စည္သယ္ယူပို႔ေဆာင္ေရး အတြက္ရည္ရြယ္ေသာ ကုန္တင္ေရယာဥ္ေျခာက္စင္းအား တည္ေဆာက္ခဲ့ပါသည္။ ထိုသို႔ေရယာဥ္မ်ားတည္ေဆာက္ရာတြင္စုစုေပါင္းကုန္က်စရိတ္အေမရိကန္ေဒၚလာ ၈၁.၂၉ သန္း (ျမန္မာက်ပ္ေငြ ၁၀.၅ ဘီလ်ံ)အားအိႏိယနုိင္ငံအစိုးရ မွေထာက္ပံ့ေပးအပ္ျခင္းျဖစ္ပါသည္။

        ေရယာဥ္မ်ား၏ဒီဇိုင္းပံုစံႏွင့္ပံုထုတ္ေရးဆြဲျခင္းတို႔ကိုRINA Class ၏စည္းမ်ဥ္းမ်ား၊ လိုအပ္ခ်က္မ်ားႏွင့္အညီျပဳလုပ္ခဲ့ျပီး နမူနာစမ္းသပ္ျခင္းမ်ားကိုမဒရပ္ရွိ အိႏိယနည္းပညာ တကသိုလ္တြင္ေဆာင္ရြက္ခဲ့သည္။ေရယာဥ္မ်ားတည္ေဆာက္ရာတြင္ကိုယ္ထည္၏လိုအပ္ခ်က္မ်ားႏွင့္ပစည္းမ်ားသည္ RINA Class ႏွင့္အညီျဖစ္သည္။ေရယာဥ္မ်ားတည္ ေဆာက္မွဳအား ေရေၾကာင္းညြွန္ၾကားမွဳဦးစီးဌာန၏ စည္မ်ဥ္း စည္ကမ္းမ်ားႏွင့္အညီ ျမန္မာနုိင္ငံ ျပည္တြင္းေရေၾကာင္းသယ္ယူပို႔ေဆာင္ေရးမွေဆာင္ရြက္ခဲ့သည္။

        ေရယာဥ္မ်ားတည္ေဆာက္ေရးအတြက္ ျမန္မာနုိင္ငံ ျပည္တြင္းေရေၾကာင္း သယ္ယူပို႔ေဆာင္ေရးအား ၂၀၁၂ခုႏွစ္ ေအာက္တုိဘာလ တြင္တာဝန္ေပးခဲ့ပါသည္။ ျမန္ မာနိုင္ငံ ျပည္တြင္း ေရေၾကာင္းသယ္ယူပို႔ေဆာင္ေရးသည္ ကုလားတန္ေရယာဥ္ ေျခာက္စီးအား ေအာက္ပါသေဘၤာက်င္းမ်ားတြင္တည္ေဆာက္ခဲ့ပါသည္။

        သေဘၤာဧရာမ်ားကို ၂၀၁၃ခုႏွစ္ မတ္လတြင္စတင္တည္ေဆာက္ခဲ့ျပီး ေရယာဥ္မ်ားကို ၂၀၁၆ ဧျပီလမွ ၂၀၁၆ ဒီဇဘၤာလအတြင္းေရခ်ခဲ့သည္။ ရန္ကုန္ျမိဳ႕တြင္ စမ္းသပ္ေမာင္းႏွင္ျပီးေနာက္ ေရယာဥ္မ်ားသည္စစ္ေတြျမိဳ.သို႔ ၂၀၁၇ခုႏွစ္ မတ္လတြင္ ေရာက္ရွိခဲ့သည္။စစ္ေတြျမိဳ.တြင္လက္ခံ၊ စမ္းသပ္စစ္ေဆးျခင္းမ်ား၂၀၁၇ခုႏွစ္ဧျပီလတြင္ ျပီးစီးခဲ့သည္။ထို႔ေနာက္ ျမန္မာနုိင္ငံဆုိင္ရာအိႏိၵယသံအမတ္ၾကီးH.E. Mr. Vikram Misri မွ ျမန္မာနုိင္ငံ သယ္ယူပို႔ေဆာင္ေရးႏွင့္ဆက္သြယ္ေရးဝန္ၾကီး ဦးသန္႔စင္ေမာင္ ထံသို႔ ေရယာဥ္မ်ားအား ဇြန္လ ၂၆ရက္ေန႔တြင္စစ္ေတြျမိဳ႕အခမ္းအနားျဖင့္လြွဲေျပာင္း ေပးအပ္ခဲ့ပါသည္။

        စစ္ေတြဆိပ္ကမ္းႏွင့္ပလက္ဝျပည္တြင္းေရေၾကာင္းပို႔ေဆာင္ေရးစခန္းတို႔သည္ မၾကာမီအခ်ိန္အတြင္း ပံုမွန္လုပ္ငန္းမ်ား စတင္နိုင္ရန္အဆင္သင့္ျဖစ္လာမည္ဟုေမွ်ာ္ လင့္ပါသည္။ သို႔လုပ္ငန္းေဆာင္ရြက္နုိင္ျခင္းသည္ ရခိုင္ျပည္နယ္ႏွင့္ခ်င္းျပည္နယ္ တို႔တြင္ စက္မွဳလုပ္ငန္းဖြံ႔ျဖိဳးေရးအတြက္ အေထာက္အကူတခုျဖစ္ေပလိမ့္မည္။ က႑ အသီးသီးတြင္လည္း လုပ္ငန္းမ်ားရရွိလာျပီး လယ္ယာထြက္ကုန္မ်ား၊ ေရထြက္ကုန္မ်ား၊ သစ္လုပ္ငန္းထုတ္ကုန္မ်ားႏွင့္အျခားကုန္ပစည္း အမ်ိဳးမ်ိဳးတို႔ျပည္ပသို႔ တင္ပို႔ျခင္းမ်ား တုိးတက္လာေစကာျမန္မာနုိင္ငံရွိေဒသအတြင္းစီးပြားေရးဖြံ႕ျဖိဳးတိုးတက္မွဳမ်ား ျမင့္တက္ လာေပမည္။
